Windows Key + V (Clipboard History) doesn't work when CTRL and ALT keys are flipped #18175

Running as admin

Keyboard Manager

Steps to reproduce

  1. Use PowerToys Keyboard Manager to remap CTRL and ALT
  2. Copy a text into clipboard
  3. Use Windows Key + V to paste item from clipboard
  4. Select item from Clipboard

✔️ Expected Behavior

Clipboard Item to be pasted

❌ Actual Behavior

After step 4 clipboard item will not be pasted

Hi! We've identified this issue as a duplicate of another one that already exists on this Issue Tracker. This specific instance is being closed in favor of tracking the concern over on the referenced thread. Thanks for your report!
