Steps to reproduce

1 - Fully uninstall powertoys.
2 - Install .60.1.
3 - Verify start menu item is present.
4 - Upgrade to .61.0 via installer on desktop.
5 - Verify start menu disappeared.

Suspect change is #19618

✔️ Expected Behavior

The start menu PowerToys shortcut remains on update.

❌ Actual Behavior

The start menu PowerToys shortcut is deleted on update.
