Provide a description of requested docs changes

The "Paste as Plain text" link in the "Current Utilities" section generates a 404.

That's because this is a tool that is - at the moment of writing - not released yet. The update (v 0.68) should come any minute now. There is already a PR MicrosoftDocs/windows-dev-docs#4311 that will be (or should be) accepted as soon as the tool is available. :)
