I had the same error, with following situation #26220 :

• PowerToys started as Administrator

• File located in a none-admin user directory, like the Downloads/Documents... folder of my none-admin user-

If it's the same cause like on my side, it should be fixed since the last release. On my side it is working since updating to version v0.70.1.
