Power Rename is missing a context menu entry in the Windows 11 default (not extended) context menu. #27808

Steps to reproduce

Upon update you may observe that the context menu for power rename is missing. This doesn't happen all the time and from what I've observed it seems to happen in one of two ways. Either randomly or to people who attempted to apply a fix for #21710 either by using my fix or the first one. Solution in all cases was to re-create the registry folder HKEY_CLASSES_ROOT\CLSID{0440049F-D1DC-4E46-B27B-98393D79486B} and its respective inprocserver32 value available in the .reg.txt below.

✔️ Expected Behavior

A context menu entry for power rename in the default context menu.

❌ Actual Behavior

Nothing.

I created this issue to make a fix for this issue more available because after googling and finding similar issues in earlier versions with the fix not working and spending at least an hour trying to find out what went wrong on 2 different machines for 2 different reasons, I stumbled across this and want to save others the extra time.
