The pencil icon of color picker appears even when Color picker is not running

📝 Provide detailed reproduction steps (if any)

• Enable Color Picker from PowerToys Run, change shortcut and then disable it.

✔️ Expected result

• On hovering over any edit window the default cursor icon should appear.

What is the expected result of the above steps?

❌ Actual result

• The pencil icon used by color picker appears.
• Disabling Color picker and even quitting PowerToys does not fix the issue.

From the task bar you can see that PowerToys is no longer running.

This should only happen if you were testing earlier with .20 during development, the option was fully disabled in code (path still there) but no way for an end user to enabled

This issue is not present anymore (unless you change settings.json manually). Closing.
