Background

Windows 10 has removed the ability to set the screen/display brightness in a way that "sticks" to the current power state (battery or plugged-in) as of build 17689 (according to this article).

Note: the workaround in the article linked to doesn't work anymore as of 1809

Proposal

Add a PowerToy that allows setting a display brightness that is applied automatically when a change of power source is detected.

Tracking issue in #1052 as the main issue for PowerDisplay. the issues are xref'ed so we can refer back to it.
