Win + Arrow does not override Windows Snap #8381

Remember, if there isn't a zone adjacent, it snaps to the next monitor. Example, if monitor 1 has a horizontal grid, it would always just send to the other monitor since there is no zone to the left of the current zone. |

I saw the issue on Paulo's computer via teams however |
Just incase it matters, he has a dell 4919dw monitor |
After a few firmware and system updates to the SurfaceBook 2, it's now working. |
