Repro Steps

I have a new computer and this the first time to install
I was running power shell with Administrator
First I ran: wsl --install and it failed with Error: 0x80240438
I checked the issue #9385 and ran wsl --install --web-download, it said the subsystem installed successfully, then it started installing linux distro, then it failed with Error code: Wsl/InstallDistro/0x80240438

CMD:
wsl --install

Output：
Error: 0x80240438 0.0% ]
Error code: Wsl/InstallDistro/0x80240438

Expected Behavior

wsl install should complete successfully

Actual Behavior

wsl install failed with Error 0x80240438

I didn't solve it, it worked by its own when I tried later on, probably bad internet connection from my region.
