Repro Steps

Attempt to start wsl in powershell by typing "wsl"

Expected Behavior

Wsl should start.

Powershell as an administrator results in the same issue.

Restarting the computer temporarily fixes the issue. I haven't been able to find steps to reproduce the issue. After it has occured restarting the computer is the only way I've found of getting wsl to work again.

I forced the upgrade to Canary and WSL now works perfectly.
