WSL v2 - Linux visual code causing windows 11 to have 100% cpu on 'system process' #11007

Distro Version

Ubuntu 20.04 / Ubuntu 22.04 - and all others

Visual code (linux)

Repro Steps

simply start code . in a Ubuntu 20.04 or 22.04 wsl2 instance. Note that this only started recently after the latest windows update.

Expected Behavior

The system process should not take 100% CPU in a core.

Actual Behavior

System process is pegged at 100% regardless of what is happening in code:

Hello! Could you please provide more logs to help us better diagnose your issue?

To collect WSL logs, download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The scipt will output the path of the log file once done.

Once completed please upload the output files to this Github issue.

If you choose to email these logs instead of attaching to the bug, please send them to wsl-gh-logs@microsoft.com with the number of the github issue in the subject, and in the message a link to your comment in the github issue.
