Having the same issue on 3 different devices, Kaspersk Internet Security 2018 User here. Tried turning KIS2018 on and off - no difference. Even tried different networks ( Home + Work ) and ISPS and VPNS and DNSSess same problem.

Having this bug for about 1-2 , maximum 3 weeks

According to this #475 (comment) disabling Kaspersky is not enough, you must fully uninstall it.

KTS user here, I believe KIS is bundled in with KTS and I have the same issue. This is actually kaspersky blocking the connection on port 80, however changing whichever package manager you use to use https doesn't help either. There is no need to uninstall however, the alternative (work around) is to goto settings -> additional -> network -> Monitor selected ports only (click select) and disable port 80. Afterwards the package manager seems to work for me. After I get the packages I need I re-enable it as all other network functionality that is supported still works. It's not ideal at all imo, but works and I plan on opening a support case with kaspersky - though I doubt it will go anywhere.

I thought that maybe changing the package manager (apt in this case) to use https would work but it does not help either, kaspersky simply doesn't trust the connection to ubunu's servers or the application, which one I'm not sure - setting the application to trusted doesn't help at all either. Tested in Ubuntu, kali, and debian from the windows store.
