Windows 1909 cannot install distribution on WSL V2. WslRegisterDistribution failed with error: 0x80070032

Whether the issue is on WSL 2 and/or WSL 1: WSL 2

We are using our company image, which got a lot of patches from a really old original Windows 10 image(Maybe 1709, I'm not sure, but must early than 1803).

Now, we are in 1909, tried few machines in our domain, they are only working with WSL V1, not V2.

I'm sure that I'm making stupid mistakes on installation steps, because it was working fine on my own computer, and I tried few machines from our domain.

Ran "sfc /scannow" to make sure that our image is good.

Here it is the error message:

The fail installation process is very short, not sure if it is captured.

About #4840 , I viewed this ticket and tried with some solution in it, still no luck.
