[Feature] Filter all telemetry for synthetic transactions

Filter all types of telemetry for certain requests (synthetic transactions)

As a client, I should be able to configure requests by URLs or certain header values for which all types of telemetry must not be logged.

Use Case
In applications, which has synthetic transactions and other probes defined for checking the health of the application, a lot of unnecessary telemetry are logged which makes analysis of actual user telemetry difficult.
