Issue Description

In this commit the version of the DockerV0 task was updated from 0.198.0 to 0.209.0. Is there any way to determine, without using the authenticatated https://dev.azure.com/{organization}/_apis/distributedtask/tasks API call, which versions are deployed and available to use?

A task is missing. The pipeline references a task called 'Docker'. This usually indicates the task isn't installed, and you may be able to install it from the Marketplace: [marketplace.visualstudio.com](https://marketplace.visualstudio.com/). (Task version 0.209.0, job 'build', step ''.)
