We would like a feature where I could send 1:1 messages to the users without the user being part of a team. Currently I have found no option to retrieve user details with an email address with tenant id, app client, app secret value available as well.

Describe the solution you'd like
Would like to see a solution which can would enable me to send messages 1:1 to an user without having them to be part of the same team which can be accomplished if there is an option to retrieve usedId using the email address in my case. (Bot and recipient being part of the same team)

Describe alternatives you've considered
I have tried most of the examples available on the internet but none of them seem to fit my purpose or able to retrieve the details of the user/member using email address.

Additional context
I have opened a question on StackOverflow with no concrete solutions so far and also opened an support ticket on the Azure portal for the same,
