[CoE Starter Kit - BUG] Allow publish and start for CoE flows from the admin center

Describe the issue

Today CoE flows that have never been turned on cannot be turned on from the Admin - Command Center ux
This makes it not very useful for installing new solution areas or flows, you can see them which is good as you know you ahve to turn them on, but you have to go to the product to actually do that.

Expected Behavior

be able to turn on from the Admin - Command Center ux

@Jenefer-Monroe This has been fixed in the latest release. Please install the latest version of the toolkit following the instructions for installing updates. Note that if you do not remove the unmanaged layers as described there you will not receive updates from us.
