Is your feature request related to a problem? Please describe.

We had removed them as we thought they would be gathered via the data flow but instead we will just use the same technique a sync flow architecture

Describe the solution you'd like

• remove the early exist from the flow
• update metadata to include the flow in BYODL setup wizard steps
• update PPAdmin View site map to no longer hide the page for BYODL

@Jenefer-Monroe This has been fixed in the latest release. Please install the latest version of the toolkit following the instructions for installing updates. Note that if you do not remove the unmanaged layers as described there you will not receive updates from us.
