mainTemplate: Azure Monitoring tied to VM

In the case where the MODM vm runs into issues where it can't execute a deployment, it needs to report this to the user.

In the case where MODM can't start up the UI, it will be unable to communicate the problem. The marketplace installation will report that it is complete because the VM has been created, but none of the partner resources will be deployed.

To communicate this problem, we need an Azure monitor workspace to capture log messages from the MODM VM. This relationship needs to be set up in mainTemplate.json.
