ESRP Release secret removal

Debugpy releases via ESRP, and uses a secret, which has already been rotated. We need to change to using a managed identity.

E-mail to ESRP team is sent, waiting on their response.

Good news @karthiknadig - they have a PR up for fixing the microbuild publish issue. So it should be fixed on their end relatively soon and we can attempt to release Debugpy again. :)
