Steps to reproduce the bug

Launch Dev Home canary and navigate to Environments page. You'll notice no Hyper-V VMs appear.

On further investigation issue looks to be an error occuring with the file HyperVExtensionServer.deps.json. Crash occurs in HyperVExtension.Program.Main method

Expected result

Hyper-V VMs do not load and extension crashes

Actual result

Hyper-V VMs load and extension does not crash
