Migrate fast-tutorials from current repo to mono repo

Create a new package for fast-tutorials and copy files into from https://github.com/microsoft/fast-tutorials

Holding on this until we can consider how the fast-tutorials "mono" repo fits into this mono repo. Not a high pri currently, so leaving in the backlog
