feat: Add Toggle Group to Button

There is no option to combine buttons into groups.

There is no Toggle button and Toggle button group

A ToggleButton component is being added in the next Web Components release (v3). See https://web-components.fluentui.dev/?path=/docs/components-button-toggle-button--button

We will take a look at creating a group functionality for that at a later date once we've wrapped the Web Component on our side. This won't happen before a next major release of the Blazor library.
