feat(tools): implement remove generator

Describe the issue:

Actual behavior:

When we remove project, it happens manually which might leave unnecessary churn behind:

• chore: remove outdated change files #23341

Expected behavior:

one can execute yarn workspace-generator remove <project-name> and remove with confidence.

Should be build upon https://nx.dev/packages/workspace/generators/remove with extended funcitonality:

• get rid of changefiles
• remove from CODEOWNERS file
