DRS Locator container image has changed the name of the env vars to access the DRS location service #391

Describe the bug
On Dec 15, 2022 broadinstitute/cromwell-drs-localizer:develop changed the names of the environment variables it uses to genericize the names of the locator service it is pointed to. TES is programmed to populate one of those variables.

Additional context
broadinstitute/cromwell-drs-localizer:develop now needs to use the environment variable DRS_RESOLVER_URL instead of the former variable MARTHA_URL to locate the DRS resolver service.

This is actually assigned to @jgainerdewar but it needs to be touched in order to make that assignment.
