Proposal: Improved Japanese text support in Closed Captions for media

Summary

We've gotten a request to improve the way we handle Japanese text for closed captions. Today, we render these horizontally, but a better experience for a Japanese user can sometimes be to have vertical text, which would include support for tate-chu-yoko.

For younger readers, we've also been asked to support Rubies.

Rationale

• This would improve our globalization, and better support the Japanese market across a broad age range. This can be especially important in media as closed captioning is frequently used in this region, from my understanding.
• To build this correctly we would likely need to extend TextBlock to support vertical text rendering, which would further enable scenarios for Chinese, Japanese and Korean text.
