Proposal: Add option to collapse "see more" button on CommandBarFlyout

Summary

I'd like an option to collapsed the "see more" (the elipses) button on CommandBarFlyout. I always open the flyout showing all options, so the button is useless in my case, so I'd like to be able to collapse it.

Rationale

It'd close a gap between CommandBarFlyout and CommandBar. Also, it appears File Explorer doesn't show the button and it works and looks fine. I assume they did something on their own to achieve this, but a "native" solution would be nice.
