Scale can be reset/corrupted in the sync state, resulting in the wrong scale synced to rejoining players.

Repro:
In grab-test, with multiple players joined:

  1. Grab the monkey head, move it around, then release it.
  2. One of the players re-enter the space.
  3. After rejon, notice the monkey head is really big (showing at the original scale now for rejoined player only).

@stevenvergenz has a hunch it has something to do with the way actor-correction payloads are merged into the sync state.
