Since system metrics are auto-collected in the OpenTelemetry repo, refactor out the system metrics in autocollection to leverage this.

Discussed offline. Leveraging OT system metrics will take some complicated, hacky logic since we have to change the names to correspond to perf counter names in azure. Also, since perf counters are not likely to change, doesn't seem worth to do this work. Closing.

Reopening, investigate changing names in exporter.
