Describe the bug
The following rules are not parsing correctly:
V-76703
V-76723

To Reproduce
Attempt to apply the IISServer STIG sample config

Expected behavior
V-76703 should parse as a manual rule
V-76723.a should supply a value of 'UseCookies' instead of '1'
