Description of the new feature / enhancement

When hitting the shortcut, a snipping tool-like draggable window comes up and the user drags a box encompassing a QR code. The contents of the QR code show up in PowerToys as text. If it's detected as a URL, there is a hyperlink icon you can click to visit the URL. If it's a vcard, a vcard icon to open the vcard. Et cetera.

Scenario when this would be used?

When a QR code is on the screen, but the contents can't be accessed by the user. Maybe it's a YouTube commercial. Maybe a graphic designer needs to double-check a QR code they added to a design.

We are also adding the ability to detect QR codes in screenshots so that you can easily follow the link on your PC. You will automatically see QR code detection appear when you enter Text Actions from Snipping Tool’s markup canvas.
