When navigating to the Xaml page, the page isn't scrollable

It will be scrollable after you put focus into the page (e.g. click on the ToggleSwitch). But not before. Mouse wheel doesn't work, no scroll bar shows up.

This does not repro on other pages that are scrollable (e.g. the TextInput page).

microsoft/react-native-xaml#69 Bug is being tracked on XAML repo here. Current work around is to resize the window to access page's functionality.
