[BUG] - Ubuntu links in release notes don't have latest files #1434

Describe the bug
When you open up the links in the release notes for the Ubuntu Developer Set-up, none of the files for the latest release are there. This includes the runtime, the SDK, and the container image for onebox.

Still true for the 10.0 release. Hard to see how Microsoft has any commitment to Java on Service Fabric considering the state they've left it in.
