Scrolling to unseen tabs does not render the previously off screen UI #2565

Environment

Windows build number: 10.0.18362.0
Windows Terminal version (if applicable):0.4.2382.0

Steps to reproduce

  1. Open WT
  2. Add tabs until they go off are no longer rendered
  3. Scroll the mouse wheel over the tabs

Expected behavior

Off screen tabs scroll into view fully visible

Actual behavior

It looks like the tabs aren't being repainted. See the following video (zipped as mp4 is not supported):

Hi! We've identified this issue as a duplicate of another one that already exists on this Issue Tracker. This specific instance is being closed in favor of tracking the concern over on the referenced thread. Thanks for your report!
