I tried to install the TFS 2018 version in a windows 10 IIS but I get the following error:

This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"), or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".

This is working now, I just enabled a few more options in IIS (almost everything) so I'm not sure what the bare minimum is.
