TorchGeo currently implements the "second version" of the So2Sat dataset (as described here https://github.com/zhu-xlab/So2Sat-LCZ42).

We should implement the "third version" instead (and implement the download functionality -- see #388 and #1073). The cultural split of third version of the dataset is used in the recent paper https://arxiv.org/pdf/2211.07044.pdf.
