Additional context
I've installed many other vcpkg packages, however when installing curlpp it doesn't seem to like it. Any directions or resolutions would be much appreciated!

Right, I've found a workaround but it's dodgy, to say the least. I was reading through a couple of issues around MINGW/MSYS & VCPKG and seems like there is some sort of problem with all MSYS included ports. I found disabling the check to see whether a signed key is valid lets you install it, however, please be cautious as this can be dangerous, you're not letting Pacman check for trusted sources.

The packman configuration is generally found deep in VCPKG, vcpkg\downloads\tools\msys2\msys64\etc\pacman.conf, and around line 41 is a reference to SigLevel adjust this so the whole line becomes SigLevel = Never. Then reattempting to install a package that's failed under these errors again, should clear and all should be good! Hope this helps someone while a fix is found.

@GeorgeBarlow, currently this issue fixed by PR #12467 instead, the PR has been merged, please get latest source and try again.
