portfile just needs a baseline bump, its pointing to an old msys2 runtime that's been pruned from the mirrors.

Update your vcpkg checkout. vcpkg is at msys2-runtime-3.4.6-1 since April 1, #30546.

hm. does the vcpkg instance included with visual studio have a mechanism for that? usually i'd just git fetch/pull from the root but idk if that's an option here?

You can update vcpkg with the following commands.

1. git pull
2. .\bootstrap-vcpkg.bat

you cannot do this with the inbuilt visual studio distribution, there is no git repo to pull.
