The state is "Running" in the opened .json file after the web app is stopped #2555

Build Version: 20230806.1
Regression: Not a Regression

Repro Steps:

  1. Right click a web app -> Select "View Properties" -> The state is "Running" in the opened .json file.
  2. Close the opened .json file.
  3. Right click the web app -> Select "Stop" -> There is "Stopped" next to the web app -> Right click the web app
    -> Select "View Properties".
  4. Check whether the state is "Stopped" in the opened .json file.

Expect:
The state is "Stopped" in the opened .json file.

Actual:
The state is "Running" in the opened .json file.

Refresh can fix this issue.
