Same as microsoft/vscode-azureappservice#841

  1. Expand a node (i.e. Deployments)
  2. Restart function app

Same as microsoft/vscode-cosmosdb#1022

  1. Create a function app
  2. Expand the subscription (this has to be timed just right - between when we get it back in the list and when it's "finished" creating). Easier to repro in Cosmos Fixed
