Automatically add testplan-item label and milestone to valid TPIs from team members

Could the VS Code GitHub bot possibly add the testplan-item label and milestone to all issues which are valid TPIs? This could run just for issues created by team members (so we don't have to validate issues from the community for example). This would address us missing a few TPIs because the label wasn't applied.
