If you go to Settings > Python › Formatting: Provider, you should be able to select autopep8. You can also change its default path on Settigns >Python › Formatting: Autopep8 Path.

Not work for *.ipynb, just work for *.py.

Thanks for the feedback! However, we don't have plans on adding this functionality at this time. VS Code is planning on adding native notebook support. This kind of functionality will light up then.
