This is now done in the control tower. Once we bring the DS walkthrough back we just need to make sure to disable it for web users, like we do in the Python walkthrough (cc @minsa110).

To verify: make sure you don't see the Python for Data Science walkthrough tile in the getting started page anytime you open VS Code, (whether it's locally using insiders, stable, whether it's the Python insiders version or default, whether it's github.dev or Codespaces).
