Support for VS Code Testing - Auto Run

VS Code has options for auto-running tests, but these settings are used by the Python extension.

Ideally, the Python Extension would provide an additional button on the UX here.

This would toggle auto test on/off.

This is a feature already present in PyCharm.

Those settings are a no-op, and will be removed in the upcoming release. VS Code doesn't have built-in auto-run support (though extensions can implement auto-run-esque behavior by themselves), that is being tracked in microsoft/vscode#134941
