Break out wsl from remotes into separate icons in left-side extension menu, or make single tree of WSL & Remotes #9844

I feel like there's some cognitive friction when I use the Remote extension and I'm in a WSL-hosted project, or a Remote SSH project and want to open a WSL project. It would be great if the tree included root nodes for WSL Targes, Remotes, and Dev Containers instead of the drop-down to switch modes at the top. Then a user could choose to keep some of those open to make jumping between projects lest friction-filled.
