Explorer expands all workspace folders on every start #134883

Does this issue occur when all extensions are disabled?: Yes

VS Code Version: 1.61.0
OS Version: Win 10

Steps to Reproduce:

Open a *.code-workspace file with multiple entries in "folders"
Collapse all folders in Explorer
Close VSC
Open VSC

On every start, all folders will be expanded again. Expectation is to save/restore the expanded state of every folder.
