SCM sidebar "Open file" button opens ipynb files as raw JSON, not in the notebook editor #135422

Steps to Reproduce:

  1. Open an ipynb file. Make some edits and save changes. Leave the notebook file open otherwise the issue doesn't repro.
  2. Switch to the SCM sidebar, and click on the "open file" button next to the ipynb file

Expected: the ipynb file is opened in the notebook editor
Actual: the file is opened as a raw JSON file
