He's mocking my ip address my wifi and Google and my phone company all thru apk I guess but I can't reboot because it won't even advance. I'm stuck with no updates as well

If you want to be more careful of your security, you can try the following to prevent remote access to your phone

• Turning off ADB (Android Debug Bridge)
  because there's always a possibility you left your phone out unlocked, and someone near you is accessing your device and installing things (because Android doesn't tell you when you install via ADB) via the WiFi, USB, or bluetooth.
• Turning off your router and Removing your SIM card to stop long distance remote access. Airplane Mode is helpful too.

this is a security issue with VSCode, I'd recommend going through the Microsoft Security Response Center. Also, unless your phone is rooted, it would be of better assistance to show the "User Apps" tab. And as a final measure of security, if you have it on
