Currently, the only way an extension can contribute a custom label is by changing the default value for the workbench.editor.customLabels.patterns setting. Ideally, multiple extensions would be able to contribute patterns and for cases where multiple extensions provide the same pattern but different templates there should be some way to figure out which to use.
