Issue Description: Cannot type lowercase 's' in Visual Studio Code

Version: 1.90.1
Commit: 611f9bf
User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/109.0.0.0 Safari/537.36
Embedder: vscode.dev

Steps to Reproduce:

  1. Open Visual Studio Code (Version 1.60.0).
  2. Start a new file or open an existing one.
  3. Attempt to type the lowercase letter 's' using the keyboard.

Expected Behavior:

I expect to see the lowercase letter 's' appear in the editor when I press the 's' key on the keyboard.

Actual Behavior:

Nothing happens when I press the 's' key. No 's' character appears in the editor. All other keys work fine.

Environment Details:

Operating System: Windows 7
Visual Studio Code Version: 1.90.1

Additional Information:

This issue started occurring after updating to Visual Studio Code version 1.60.0. I have tried restarting VS Code and my computer, as well as reinstalling VS Code, but the issue persists.
